The Rose City Defense Consortium, LLC (RCDC) is the State contracted provider of court appointed legal representation for all misdemeanor criminal offenses prosecuted in eastern Multnomah County, including eastern Portland (east of 122nd Avenue), Gresham, Fairview, and Troutdale. Oregon doesn't have public defenders per se, rather, the State provides court-appointed representation through contracts entered into with consortia of various private practice attorneys and non-profit firms. Additionally, RCDC handles all court-appointed probation violation hearings for the DUII Intensive Supervision Program (DISP), a Multnomah County (4th Judicial District) Circuit Court program created under the supervision of then-Judge Dorothy Baker, and now supervised by Judge Eric J. Bloch. DISP is a unique program that was created to address the special concerns that arise when persons have multiple DUII convictions. For more information on DISP, please click here. Finally, RCDC also handles felony conflict cases and court-appointed state habeas corpus claims filed by inmates incarcerated in Multnomah County local and state corrections institutions. RCDC consists of five separate law firms, and the cases are administered by Rose Visage who can connect a client with their attorney and/or provide court date and/or case information. If you have been arrested or cited to appear in court for arraignment in Multnomah County (at either the main courthouse or Justice Center in downtown Portland or the Gresham courthouse) on a criminal charge and do not have an attorney and cannot afford to hire one, go to your arraignment where you can request and receive court-appointed counsel. Every client is assigned an attorney, and upon contact with that attorney will have the opportunity to schedule an initial office visit. RCDC has two convenient office locations to best serve our clients. One office is located at The Pennoyer Building in downtown Portland, just off the Max line, and a ten minute walk from the downtown Multnomah County Courthouse.
